The bill establishes requirements for the classes. It requires the Oklahoma 9-1-1 Management Authority to establish hourly training requirements on a yearly basis. It requires emergency telecommunicators in Oklahoma that provide dispatch service for Emergency Medical Services to complete, either in-person or virtually on or before July 1, 2024,a 40-hour state-recognized training course for basic call handling and dispatch services. It requires any new emergency telecommunicator hired after January 1, 2024, to complete, either in-person or virtually, a 40-hour state-recognized training course for basic call handling and dispatch services within six months of his or her hire date. It requires all emergency telecommunicators to complete, either in-person or virtually on or before July 1, 2024,, a state- or nationally-recognized telecommunicator CPR training course. It establishes requirements for the course. The bill requires service companies to provide the data elements required by the standard if the state or an area of the state is utilizing a Next Generation 9-1-1 system that uses the National Emergency Number Association (NENA) i3 standard for call delivery. The bill defines the term "landline telecommunications connection" to mean a 10-digit access number assigned to a customer that utilizes analog communications over a wired transmission line that travels underground or on telephone poles. The bill modifies the membership of the Oklahoma 9-1-1 Management Authority. It requires the authority's members be reimbursed for mileage or actual travel expense, whichever is less, to attend regular and special meetings when the travel exceeds 50 miles from their home or business, whichever is closer to the meeting location. The bill establishes a distribution formula for the net monthly revenue from 9-1-1 fees. The bill increases the monthly 9-1-1 telephone fee from 75 cents to $1.25 for all services with the ability to dial 9-1-1 including landlines and prepaid services. It raises the amount of 9-1-1 telephone fees that are deposited into the Oklahoma 9-1-1 Management Authority Revolving Fund from 5 cents to 22 cents. It prohibits a new public safety answering point from being established after July 1, 2024, unless the new public safety answering point is established as a result of a consolidation with an existing public safely answering point a replacement of an existing public safety answering point.

Greg Treat, R-Oklahoma City, creates the Oklahoma Parental Choice Tax Credit Act, an income tax credit for qualified expenses related to private school tuition and fees. It provides a maximum $7,500 credit for households with an adjusted gross income (AGI) of less than $75,000; a maximum $7,000 for households with an AGI of more than $75,000 but less than $150,000; a maximum $6,500 for households with an AGI of more than $150,000 but less than $225,000; a maximum $6,000 for households with an AGI of more than $225,000 but less than $250,000; a maximum $5,000 for households with an AGI of more than $250,000. It also a $1,000 per student income tax credit for qualified homeschooling expenses. It permits students participating in the program to accept scholarships from the Lindsey Nicole Henry Scholarships for Students with Disabilities Program. The bill caps the total amount of private school tax credits that can be claimed at $150 million in tax year 2024; $200 million in tax year 2024; and $250 million for tax year 2026 and subsequent tax years. It implements a $5 million annual cap on the homeschool expenses tax credit. The bill requires the Oklahoma Tax Commission to establish a process for those claiming the private school tax credit to receive installment payments. The measure exempts from liability the Oklahoma Tax Commission, State Department of Education, State Board of Education, the state, a public school district, a public charter school, a public virtual charter school, or a magnet school based from the award of or use of a tax credit. The bill permits taxpayers to intervene in lawsuits challenging the Oklahoma Parental Choice Tax Credit Program. The bill requires the Tax Commission to publish on its website the amount of credits claimed each year. It authorizes the Tax Commission to conduct an audit or contract for the auditing of receipts for qualified expenses. The bill directs the State Department of Education to create a user-friendly website for users to publicly rate, review, and share information about education service providers.

The bill creates the Rewarding Excellent Educators Grant Program to provide grants funds to school districts to implement qualitative bonus pay plans for eligible teachers and eligible support employees. It requires school districts boards of education, in order to receive grant funds to approve and submit to the State Department of Education a qualitative bonus pay plan to reward high-performing eligible teachers and eligible support employees. The bill requires the plans include, but not be limited to, the following components: student growth, as defined by the school district board of education; peer evaluations; administrator evaluations; mentorship participation; and participation in extra responsibilities or duties. The bill requires the department to award grant funds to school districts from the Rewarding Excellent Educators Revolving Fund on a first-come, first-served basis until the funds appropriated are exhausted. It requires the grants awarded be used to provide one-time bonuses to eligible teachers and eligible support employees. It provides that no more than 10 percent of a school district's eligible teachers and eligible support employees may be provided one-time bonuses for the school year. It set the maximum bonus at $5,000. The bill modifies certain weights in the School Aid formula.
